\u4e0a\u4e2a\u6708\u7531\u4e8e\u7279\u6b8a\u539f\u56e0, \u6211\u9700\u8981\u5c3d\u5feb\u6ce8\u9500\u6211\u5728\u56fd\u5185\u7684\u6237\u53e3.\u00a0 \u56e0\u4e3a\u6211\u662f\u7f8e\u56fd\u516c\u6c11, \u8bf7\u5728\u56fd\u5185\u7684\u7236\u6bcd\u4ee3\u529e\u6b64\u4e8b\u9700\u8981\u59d4\u6258\u4e66(Power of attorney).\u00a0 \u59d4\u6258\u4e66\u5fc5\u987b\u7ecf\u8fc7\u4e09\u7ea7\u8ba4\u8bc1. \u56fd\u5185\u624d\u8ba4\u53ef.\u00a0 \u4e3a\u4e86\u8fd9\u4e8b\u6211\u7740\u5b9e\u6101\u4e86\u597d\u4e00\u9635\u5b50.\u00a0 \u611f\u8c22\u5e2e\u5fd9\u7684\u670b\u53cb\u4eec.\u00a0 \u73b0\u5728\u7ec8\u4e8e\u529e\u6210\u4e86.\u00a0 \u5206\u4eab\u4e00\u4e0b\u8fc7\u7a0b\u548c\u7ecf\u5386.<\/p>\n

1.\u00a0 First step, prepare the documents in both Chinese and English version.\u00a0 Make sure the documents meet the requirement.\u00a0 You\u00a0may consult people in China or Chinese embassy.\u00a0 Once you have both English and Chinese version ready, go to Fairfax circuit court to get the notary.\u00a0 You might be able to get the notary\u00a0from other places as long as the person who provides the notary service is certified within the same state.\u00a0 You need to call county to confirm though.\u00a0 I think it would be easier to just get the notary from the local circuit court.\u00a0 The following link is the notary office information in Fairfax county.<\/p>\n

The cost is $2.5 for each document.\u00a0 I paid $5 for both Chinese and English documents.<\/p>\n

2.\u00a0 After finished the notary, Fairfax circuit court notary office gave me an “Authentication Request” form.\u00a0 The following is the form image. Please follow the instruction and fill the form and mail it together with all documents plus a check. ($15 in my case because I have two documents) and the prepaid return envelop (I used USPS.com to print the shipping label using the priority mail flat rate envelop at $5.05 ).\u00a0 It only took four business days to receive the VA authentication.<\/p>\n

3. Once I received the VA authentication, I mailed all documents to US State department for authentication. The following link explains where and what need to be mailed.\u00a0 You need to fill the form \u00a0DS-4194<\/a> and mail the form and together with all documents, plus check (in my case $16 for two documents) also include a prepaid return envelop.\u00a0 (I used USPS.com to print the shipping label using the priority mail flat rate envelop at $5.05. )<\/p>\n

It took me 13 business days to receive the US authentication.\u00a0 It is longer than I expected.\u00a0 Their website said it only takes 4-5 days.\u00a0 I did call them and they said mail in documents need to be screened first before send to the State Department.\u00a0 If you are in a hurry, walk in instead of mail.\u00a0 The US authentication was signed by John Kerry.\u00a0 Not printed but really signed by hand.\u00a0 That really surprised me.<\/p>\n

4.\u00a0 Once the US authentication has been received, the next step was to visit Chinese Embassy.\u00a0 The following link explained this step in detail.\u00a0 I went there on Monday and picked the documents on Friday within the same week.\u00a0\u00a0$20 per document.\u00a0 Normally the waiting line is longer\u00a0in the morning.\u00a0 Afternoon would be less crowded.\u00a0 Make sure get there in time because the door closes at 2:30pm.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 http:\/\/www.china-embassy.org\/chn\/ywzn\/lsyw\/gzrz\/zn\/t710860.htm<\/a><\/p>\n

8\/26\/15 morning got the notary from the county notarize service.\u00a0 Same day mailed to VA state for authentication.
\n9\/2\/15 received the VA authentication.
\n9\/3\/15 mailed the document to US State Department for authentication
\n9\/19\/15 received the US authentication signed by John Kerry.
\n9\/21\/15 went to Chinese Embassy for authentication.
\n9\/25\/15 picked up the Chinese Embassy authentication.<\/p>\n

Everything is done within one month.\u00a0 If you need the documents in a rush, choose walk in and also\u00a0pay rush service fee.<\/p>\n
